Isnt govt officers doing a public document check illegal?

1. Currently Bangalore's govt. agencies have issued notification through mobile asking property owners to produce application no., bill  so that the officers can inspect them.

2. My understanding is that these agencies can only seek information after establishing violation of law
by obtaining evidence (through their vigilance squads). 

3. That would mean there is no basis to seek information from the public because they
suspect some may be engaged in foul play. 

4.Is it then correct that checking documents of public without evidence of wrong doing is illegal?
Which provisions of law would this violate?

background:I had been told that the police cannot stop you and check your documents-
only when there is a violation of law can the police seek documents from you and only in connection with that violation.

There is goe-tagging of properties in Delhi for assessment of tax, neighbourhood development and other activities,  may it be in Banglore as well, please check with concerned municipal authorities.

checking documents has to be done under some law. but there is no scope for such a law since these documents are crreated by the govt and hence they possess them in the first place,  it is only when a disoute arises between two parties these documents come into play.

similarly the police cant stop u and check ir license etc. they only get involced if you violate the law

why is this an issue? in the process of checking people are mislead into beleiving thier documents are wrong and huge fees collected.
