Is esic contribution needs to be paid on vda?

One of our Principal Employer is insisting that ESIC Contribution needs to be paid only on Basic Wages excluding VDA. Although we have explained our views but he is not ready to accept until we produce some extracts of ESIC Act or Any notification issued by ESIC Department which states that esic needs to be paid on VDA Also. provide us with some material to support our case
