False police complaint

Woman W files a police complaint against man M, alleging that M had sent abusive & threatening sms & emails and was harassing W. The Investigation Officer (IO) calls M for questioning and finds that M is innocent and has been framed. Also W fails to prove or show to the police that any such sms or email had been written by M. Moreover, the complaint filed by W contains some more baseless and wrong statements casting aspersions on the motive and character of M, which is proved by M to be false by showing written evidence(email records) to the police. Also W in order to add more accusations against M, takes the name of 3 more people as being harassed by M, 2 are friends of W and third(Z) is a neutral acquaintance of both W & M. Z tells the police that M never harassed and Z's name was taken by W in the complaint without Z even knowing about it. Z has nothing to do with the matter between W & M and Z tells the police that W should be blamed for dragging Z in a false police complaint against M.

Also W had sent a similar complaint to the Women's helpline whereby Man M got a call from Crime Branch. M requested crime branch to investigate all his sms/emails/call data records and he will make himself ready for any investigation. After hearing M's side of the story, Crime Branch also realised that this was a false complaint filed by W against him and they drop the matter therein itself and advise M to clear his name from the police station where W had lodged a written complaint.
 
In the end, M gets a call from the police station telling him that police could not find any evidence of wrongdoing against him and hence they want to drop and dispose of the harassment complaint as filed by W. But M feels aggrieved and wants to take legal remedy for it is he who was actually harassed. M requests the police to take action against W, but they are reluctant to do so. The police suggests M that he should forget and leave it and on their part they will caution W not to file false complaint again. But M is not satisfied and wants proper punitive action should be taken against W.
 
What should be M's line of legal action and how he should proceed?

M does not want to let go W scot free this time because one year ago he had got a call from the same police station where W has lodged the written complaint now whereby W had used a similar tactic to harass him before his very very important exam. But now W denies that she had any role in it and puts the onus to prove it on M. Since it was not a written complaint, and M's call data records are available for only last six months, M has no proof that he had got a call. But at that time, M did verify from the phone directory that it was the number of the same police station. The only way to prove it maybe is through the call data records of the landline of the police station. But the police are not interested in finding out.

What to do now? 

Experts please please help!!!
