Delay In Possession by Builder

hello, I have booked Flat before 2 years July 2021 and builder Promised Possession by end of 2022 ( booking started before 3 years + ) But then builder just giving fake dates, first February 2023, then April, may, June, now saying end of July but I'm sure that's not going to happen because Work is not completed yet, now builder is Forcing for Payment and I'm delaying payment ( I got Cheque from Bank for homeloan before week ) now my question is - can builder cancel booking because I'm not paying him since No work is completed on promised time ?
