How can foreigner file a case against physical harrassment??

I would like to know if there is any law in Delhi to protect foreigners from any verbal threat or physical harassment by Indians here. What is the procedure to file a case against Indian threatening the life of a foreigner who has come to visit the relatives from her mom’s side? Shall she go and make a complain first in the embassy, would this directly be filed to higher court of Delhi and arrest the accused parties. Would foreign affairs interfere here to take any action not to harm the visitors to India?  Please advise. Thanks

@ Author,

Whoever, irrespective of citizenship, does an offence described in IPC on
Indian Territory (with exceptions of vessels on sea etc.) will be tried under IPC in Indian Territory.

In
India, any one can file a complaint in police station and with the connivance of police can harass the other side.  The Jurisdiction trial Court comes to his aid, but only after judicially considering all the facts.

Since the nature of harassment meted out to you are not very clear, I will refrain to suggest much other than as in above.
