Our society received part completion certificate for all buildings in Sep 2011. After that the society was handed over to the management committee in Oct 2011. We have the sanctioned plan of the whole project as on Oct 2011. As of today builder has not obtained the final completion certificate as there is a dispute around the boundary of the project. Naturally conveyance is also not done. Now we have learnt that in Mar 2013, builder got the sanction plan of the project amended and has redefined the boundary of the project. He has done this without asking any of the society members or the managing committee. We have 2 important questions,
1. Is the builder legally allowed to modify the project's sanction plan after society handover
2. What action can we take against the builder
