Buying property in aution by arcil under sarfaesi actunder

Need to know more abt SARFAESI act. 1) Is it OK to buy under SARFAESI act by ARCIL and any other debth recovery institution. 2) Wht if after getting sale certificate from debt recovery officer, if any other creditor of the same property came into existance 3) Does any creditor can file a suit in court of law if came in existance as mentioned in point 2.
