Private complaint

hi

If husband files a private complaint to a Judicial Magistrate, and the JMFC Court allows to file an FIR against in-laws, who is held responsible for that FIR?

The husband or the Court

E.g in the case below.

https://www.dnaindia.com/mumbai/report-man-slaps-extortion-case-on-wife-for-demanding-money-to-give-divorce-2078119

Husband only filed the complaint. Can he be held responsible for the FIR?
