Harassment in government judicial organisation

Respected Sir/Madam, I am working in reputed Government Judicial organization and working as an employee of the organization. From previous few months some of officers are harassing and behaving like we are animals or their servants. The talk and behave very rudely beyond limitations. One of my officer told me that I will degrade your ACR and make your life hell and if you will not obey my orders and will not take care of myself I'll open Vigilance inquiry. May be he can do something like misplace some files which are under my custody or do other things to open inquiries and degrade my ACR. The officer has threatened many times, he is not giving ample manpower to get the things done assigned to me and getting chance to get angry. Please suggest me what should be done as I am being mentally harassed or may be physically harassed if I will take these things as it is.
