All new,election reforms(critically examine)

IT was good to start this movement(IAC) with one topic and anna's team has won the half battle but political leaders are challenging that why do not you contest the election and team anna is not giving a convincing and tough answer. Answer beginS with electoral reforms. so team anna should challenge these so called political leaders to start debate on electoral reform and should start public consultation to make a more democratic electoral process and this time more people will participate in public consultation process to make an good electoral system that is more representative.
besides it because on every single topic such a huge public support can not be muster everytime so team anna as well as other NGOs and social activists should use this momentum to start other important topics that is necessary to make a good political as well as administrative system. this is a great opportunity to start public consultation on various other issues. Rahul Gandhi also said that corruption can not be removed by only making lokpal.he pointed out some other issues so civil societies should start drafting bill on these issues and pressurize congress to work on them to keep his yuvraj words.

I suggest some new points for new electoral system.


1.two round of election should be there.in first round any number of people can contest for a seat and two candidates who will get more votes than other will contest for second round.

2. second round of election should be done between the two who come from the first round of election.because in second round there will be only two candidates so definitely one will get  more than 50%(in rare case equal) .In present system one candidate win and has the power of giving one vote in parliament/assembly but in my proposed system there will be two representative from a seat and will have the voting power in parliament/assembly according to there voting % in second round of election.in this way hundred percent of representation of the constituency will go to the parliament/assembly. i make the clarification by an example.
let's assume there are six contestant in first round of election .first gets 30%, second gets 27%,third gets 23%, fourth gets 9% ,fifth gets 6%, sixth gets 5% of total casted votes. no one gets the support of majority of people but who will get 30% will win the election according to present system.so every candidate tries to target some segment of people and win the election by targeting one or two segments of society (that is easy in our caste and religion based society)and does not care about the majority.
but when second round of election will be conducted according to my proposal then first candidate who got 30% and second candidate who got 27% will contest the election and will try hard to get the more votes to get more voting power in parliament/assembly.suppose in second round one gets 70% of total casted votes and other will get 30% of total casted votes. so first has 0.7 voting power and second has 0.3 voting power.this will represent total casted votes.

2. compulsary voting should be there.but with the use of technology we can make voting easy. we should allow everyone to cast his/her vote by using UID card from any where in india.and if anyone does not cast his/her vote he/she should be legally obliged to give reason with affidavit for not casting vote that is more inconvinient than casting vote.
because if voting turnout is 50% and any one gets 70% votes that's mean he represent only 35% voters of total voters.so compulsory voting is needed.

3.election of all assembly, local bodies, parliament should be done simultaneously.

4.right to reject option should be there.

5. right to get back my representation from my MP/MLA instead of right to recall:

in every constituency there should be some definite place where anyone who is not satisfy from his leader can cast negative vote against him by using his/her UID card.and the result of these negative votes should be declare every year. these negative votes will decrease the voting power of one leader and increase the voting power of other and so will also affect the govt.
for example suppose, there are two leaders A and B of a constituency with voting power of 0.7 and 0.3 . after one year of election A get 15% of negative votes while B gets 5% negative votes then after one year A's voting power will be 0.6 and B's voting power will be 0.4 .

this process also affect the govt. at present the govt. does not have the majority of voters representation because the MP/MLA does not represent the majority but in my proposed system no govt. can be formed without more than 50% voters representation.

6.a candidate should be residing for at least ten years in that constituency to able to contest election from there. otherwise outside celebrity will come and may win the election by riding on people's impulse. in Moradabad UP Azharuddin won the MP election in spite of having corruption charges and nothing knowledge about the constituency and about people's hope. he is from Andra pradesh.

please critically examine this and give your valuable suggestion and if find something interesting then post it at other forum also.

Puneet in my opinion this thing will not going to give any benefit because people's demands are limitless and beyond scope when all demands are not get fulfilled people will criticize the minister even if he fulfill all their demands except one or two. Secondly human being like variety once they got impresses by this method, they may cast higher negative votes for current minister and completely snatch his power so as to check the efficency of the other leader.

in india voting % is very low.people does not go to cast their vote even in fullfledged election.so it will not happen that people will go to cast negative vote against a leader for  trivial issues.it is time consuming and they ll have to travel to a particular place that will not be as near as election polling booth.so they will cast negative vote only when they have strong feeling against their leader. even if some person go then it is not going to affect the voting power of a leader beacause of the size of constituency. this negative vote will work only in the situation when there is general perception among public that their leader is not working correctly and second leader and his party can do better than present leader and his party. 

for example: take the case of movement of janlikpal. people want their leaders should support the janlokpal or they should bring strong legislation to curb the corruption but they are not acting. but if there is system as proposed by me and team anna say to govt. ,make a strong lokpal otherwise we will call public to cast negative vote against your MPs. then govt. has to act because general public is in favor of strong lokpal.
