If you all remember in old Bollywood movies at the end Villain kidnaps the parents or family members of the Hero to make the deal and after a fight the Hero wins and the police comes at the end.
The same way is with 498a in which the Villain(wife) with help of Police kidnaps the parents and family members of the Hero(Husband) and then make the deal and the Hero has to fight with the Villain and Police both.
