Rerquest for advise.

Respected Sir,
With due respect, it is intimated that my friend has submitted a RTI application in the O/o Tehsildar office, Ludhiana on behalf of his relatives for demanding actual name of owner of Land/Property and my friend has only Khasra number and address of property situated in Distt. Ludhiana. My friend has not Registered Sale Deed Copy even not knowing the disputed property or not for the purpose of purchasing the property. But Tehsildaar office did not provide the same till date. After one month, my friend has submitted First Appeal Authority in Ludhiana but tehsildaar office no response. After one month, my friend has submitted Second Appeal in the O/o Chief Information Officer, Punjab State, Chandigarh and they have called my friend for personal hearing.
Kindly advise my friend has only Khasra Number and address of the property. If Khasra Number and Property address is sufficient for providing of Sale Deed or Registered Sale Deed. Kindly advise .

You were rightly guided by Ms. Usha Kapoor. Concerned Registrar Or Sub Registrar would be the Right Person to your Query.All documents would be Registered with concerned Registrar Office and they would be able to provide your required information please.

Khasra number and property address are sufficient for the Tehsildar office to know in whose name the property stands mutated in the revenue records.

The PIO and the First Appellate Authority was required to provide you information on whose name the property stands mutated with reference to the khasra number and address.

Your friend may attend the personal hearing with the Chief Information Officer on the fixed date of hearing and convince him about your requirement. The Tehsildar cannot deny the information, when provided with even the khasra No.

one more of IT's multiple fake ID's =Guest.

IT does not matter since everything about multiple fake ID's and abuse/nuisance/sarcasm/ trademark TAMASHAA and IT being sole TAMASHBEEN in IT's own Tamashaa ( IT's own favorite words) exist and proved.

IT=@PSD=NIL,ZERO in all threads under all of IT's multiple fake ID's..

The revenue department will be having the name and address of the property owner as per 7/12 records or property card held in the office records.
To know the registration details and the encumbrances of the property, you can apply for encumbrance certificate by mentioning the survey number.
From the encumbrance certificate you can become aware of the details of transactions and the document numbers.
However since you have been summoned by the PIO you may call on him and get the details clarified.

My friend has attended the hearing today but the State Information Commission Punjab has dispose off the request with the comments that I cannot give third party information and even Tehsildaar did come to attend the hearing. What can I do.
