are Memorandum of understanding legally binding where the MOU clearly states that the company shall pay for the expenditure of the Police personnel for utilising their services.
Can legal action be initiated through public demands recovery act?

Actually few companies hav signed mou with armed police authorities fir rendering service to those companies by the police. A clause in the mou states that all the recurring and non-recurring exoenditure of force deployed shall be borne by the company except providing guns. The companies are agreeing to pay the expenditure but the problem that arose is...in case they fail to pay there is no clause for penalty.

Penalty clause should have been there in the MOU. Now the penalty clause can be inserted by way of amendment. Any amendments to the MOU can be effected as an addendum, after the written approval from both the parties.
