No, since the toll free number is taken for commercial purposes i.e customer care/tele marketing, you cannot proceed under the Consumer Protection Act against the telecom company. If the details are posted then can advise about the course of action that can be initiated.

As the learned members said, the uery is ambigous.

If u are aghast by the mismanagement of toll free service nos of any telecom co, you can file a complaint to TRAI.
if the situation arises against any other toll free services wherein u ve paid for som other services n u get a benefit of toll free no for ur greivances/help and in such cases the services of the toll free nos are pathetic, u can move to the consumer forum as it shall amount to deficiency in service.

No.But if it is a part of a service given by any dealer or company,you purchased any thing or availed services from which,then you can file a complaint before consumer forum.Otherwise "No".

no,toll free telephone numhers are not come under breach of service.hence you can't file consumer complaint.
