Apart from what Ajay sethi Sir has Answered, Are you Taking about RTI...??Assuming it..

Like the RTI, the RTS gives citizens the power to take action against government officials who sit on files. Under this Act, "no file shall remain pending with any government servant in the department or office for more than seven working days". Files that do not need to be transferred to another department must see action within 45 days. For files that need to be transferred to other departments, action must be taken within 90 days. If file is held up, a citizen can write to the head of that department and move an Enquiry within 15 days of the complaint being filed.
