sale certificate is to be stamped or not?

Whether the sale certificate issued by civil courts in haryana in pursuance of auction is compulsorily registerable or not and if any stamp duty is payable on such certificate or not?

Such certificate is compulsorily registrable before registrar on the same stamp duty as is applicable in all other properties means 8% of the value in the property is situated in city area and the registration is to be effected in favour of male and 6% in case of female and if the property is in village den rates are 4% and 3% respectively. Registration charges are over this stamp duty.

Section 17(2)(xii) of Indian Registration act, provides that any certificate of sale granted to the purchaser of any property sold by public auction by a civil or revenue officer is exempted from registration.
Sir, kindly advice me keeping in view this provision.
