Need expert opinion on a doubt - whether property tax and other statutory dues shall be paid up-to-date for a building which is given on rent if the owner wants to register the lease deed or it is not required ? '- solicit the early opinion - thanks

It is neither compulsory nor mandatory to get dues cleared for registration of Lease & Licence Deed.
It would be better to consult a local prudent lawyer for appreciation of facts, guidance and proceeding.

Ji, for registration of Lease purpose it is not mandatory. You have to mention in the lease deed as ""the tax dues if shall be paid by the owner"". then there will be no problem.
