Amount was paid to borrower's bank account, but there's no Promissory note. How to recover money. Can a file a case

If you had received a Post Dated cheque you could present it and file Sec 138 cheque bounce case for recovery. Other wise in a friendly manner you should obtain a valid cheque from the party. sec 138 would be a criminal case and you could get a speedy remedy.

Any other evidence available to substantiate your claim ? If so, file suit for recovery. Otherwise do not get bothered and let the borrower also enjoy.
