Online order no response , no refund

i have ordered for Royaloak Amber Computer Table-1M from royaloakindia.com on 15.01.2018 of Rs.3990 through debit card ,
the order was expected to be delivered on 27.01.2018 , but till now neither product nor refund has been initiated.
instead of talking to royal oak customer care and their manager several times , they are promising that either it will be delivered or amount will be refunded , i even complained online consumer forum jago grahak jago with regd.no.9969669 , still the problem was not resolved , what shoud i do ?

File acase in consumer court,
Ask for refund as delivery of so and so table is not delivered promptly as per contract/agreement between the company and me and so it amounts to defici9ency of service and hence I request you fo refund of entire cost of the table + penal damages. Prior to consumer complaint issue a Legal notice to them. of 15 days duration. If you don't get reply within 15 days of notice period you file complaint in consumer court.

Did you record the calls?
Are you sure company shall provide the call recordings or notes in their computers?
Hope you have checked that company is registered and has a registered office.

Write under proper acknowledgment mentioning names/dates/ phone numbers etc etc narrating all previous communications and promises made to you and conclude that neither the product was delivered not refund was made to you.................and ask to pay back ( If IT is your choice now) say within......7days..

Thereafter approach LOCAL consumer Court preferably under expert advise of your own very able senior LOCAL counsel of unshakable repute and integrity specializing in consumer/civil matters and having successful track record ….. and worth his/her salt …and discuss in person and even seasoned PIP/Authorized Representatives/NGO etc and proceed in best of your interest..
Your counsels can also opine on remedy thru civil/criminal courts..
