First seek the help of good Company Secretary and Auditors and file all the Retuns/ Statements and Pay the Fees up to date to ROC which they would charge with penalty which you could confirm meeting the ROC officials in person.

Sir it is not possible since CIN is not active. The procedure is different than what you have told.
