Ltc to central govt employees

Sir,
under LTC rules family defined includes two surviving unmarried children. but if two children are born before 1997 and two are born after 2000. but presently eldest has been married for eldest before marriage LTC was clamed.
1. what will be LTC entitlement for two unmarried surviving children those are born after 2000 in this case.
whether they are entitled to avail lTC or not?
I will be very grateful if position may clarify in this case...

A central govt Employee is eligible for LTC for himself and his family. family means Wife, husband, parents, unmarried children (two) of the Government Servant wholly dependent on the employee., (daughters divorced /separated from their husbands and widowed wholly dependent) on the employee.

Question is on availed LTC. Whether first two children availed in the block 2000-2004. Can other two unmaried children is entitled to availed LTC in 2014-2017 or not. My dept is objecting LTC for present two serviving unmarried children.
