Can a dealer do intersate purchase having tin no.and is he liable to give c form from where the goods are purchased

If a department issue Waybill to the dealer for the interstate purchase on the basis of TIN NO.after the interstate purchase done by the delaer ,is the Department bound to provide the c form to the dealer.

I think, exemption to subsequent inter-state sale is subject to production of Form E-I, as obtained from prior vendor and ‘C’ form from buyer.
