Our company has cheated to us by giving falls commitment from last 4 months our HR head told to us they were increase our salary but now they told to us no one getting any increment from there site please help what can we do

Had they promised through written communication, if so, whether any condition was imposed?

If not satisfied with the attitude of the company, try switch over.

Apparently the issue is not payment of salary on time as in title of the query, but increment that too verbal assurance.

Don't waste time with employer's that don't keep their word.

In your case it is not employer even, but a HR personnel that probably to retain the headcount is making all kind of promises, Verbally. So that he/she can himself/herself remain in job.
