Anomalies in pay scales
1.2.20 Insofar as anomalies relating to the pay scales are concerned, a large number of these anomalies would be automatically settled by introduction of the proposed scheme of running pay bands. . . . . . .
2.2.11. . ..... Grade pay will determine the status of a post with (apart from the two apex scales of Secretary/equivalent and Cabinet Secretary/equivalent that do not carry any grade pay) a senior post being given higher grade pay. Grade pay being progressively higher for successive higher posts,
2.2.11 . …….. In the revised scheme, the date of annual increments, in all cases, will be the first of July. Employees completing six months and above in the scale as on July 1st will be eligible. This is being recommended to alleviate a large number of anomalies that arise due to the present system of annual increments where the increments are given on the basis of the month of joining a particular post and which frequently leads to a senior drawing lesser salary than his/her junior.
2.2.13 ………..
(vi) Seniority of a post will depend on the grade pay drawn. This will invariably be more for a higher level post. Pay scales will largely become irrelevant for purposes of computing seniority. Thus, the present situation where frequently a junior draws higher salary (albeit in lower pay scale) vis-à-vis his senior because of longer years of service, will no longer be of any essence for purposes of computing seniority.
In view of above I would like to know whether

1)Employee promoted on 1/9/2006 in GP 5400/- receiving less pay than his junior of same cadre in GP 4600/-

2) An employee promoted to GP of Rs.6600/- on 1/9/2012 receiving less pay than his junior in GP Rs.5400/- in the same cadre and
3)An employee promoted to grade pay of 6600 on 1/9/2012 is getting less pay than his counter part promoted to the same post on 1/9/2015

will constitute anomaly or not?

Dear P.venu Sir
I am working in drdo in drtc cadre having merit come seniority promotional channel. above point has been taken from sixth pay commission report where definition of seniority has been changed from number of years in service to grade pay acquired after promotion. I have been promoted to GP 5400/on 1/9/2006 where as employees in grade pay of 4600/- whose salary was stepped up in year 1990 in the lower post in grade pay of 4200/- to the post of 4600/- and both post were i.e.4200 & 4600/- were same and I was junior to them in service at that time and was not got stepping in 1990

The anomalies observed can be represented to the competent authority in detail in writing and seek releif and remedy. If you are entitled, you may get the desired relief or you will be made aware of the law in this regard.

Your query is quite confusing. You should be quite specific about your position vis-a-vis that of the other employee with whom you are comparing your position.

So, better redraft your query particularly with your own reference with respect to your junior or senior, as the case may be, and speciifically whether your junior or senior was getting lesser or more pay than you from time to time before your promotion.

There is no use of posting query on hypothetical basis.

Though the recommendations of the Sixth Pay Commission, rather the CCS(Revised Pay) Rules came into effect from 1/1/2006, the rules were actually notified during August 2008. As such, facts furnished by you are quite confusing.

You are requested post the complete facts so that we can try to offer our suggestions.

Dear Sir
the full details of my case is as under
1)An employee name `A' was in some other cadre in pay scale of 1600-50-2300-60-2660 was promoted in-situ to pay scale of 1640-60-2600-75-2900 in year 1987, the pay scale of my cadre.
2) I was in pay scale of 1640-60-2600-75-2900 from 1988.
3) Latter on Mr a was inducted in my cadre by a SRO in1995 in my cadre and again in 1995 was promoted to scale of pay 2375-75-3200-100-3500 where as I was promoted to the same scale in 1997.Which in fifth pay commission it was 7450-225-11500.
4) I was promoted to pay scale of 8000-275-13500 i.e. in sixth pay commission 15600 with GP of 5400 where as Mr.A was in the same cadre in PB of 9300 with GP 4600/- and was drawing more than me and was not promoted to my post as he was not having qualification and merit, both post i.e. held by me and Mr. A are promotional post and does not have the element of direct recruitment .
MY question is--- should my pay be stepped up after promotion to higher status & senior post after implementation of 6th Pay commission equal or more than my junior in lower post?

5)Further I was promoted to grade pay of 6600 in year 2012. Where as one Mr. B was promoted to GP of 6600/ inyear 2015 and is drawing more pay than me because his pay was stepped up w.r.t. his junior in year 1990 and I was not because at that time I was junior to him in that post.
will it constitute anomaly.

Much of the facts as mentioned are incorrect. Forinstance, in-situ promotion was meant only for Group 'D' employees.
