Ltc & previledge pass

Whether an officer of state government undertakings who is entitled to avail LTC for self and his family to visit throughout India once in 4 years can also avail journey with the previledge pass of his spouse who is employed in rail during the same block period

The general rule regarding LTC is that if both wife and husband are employees of the Govt.Undertaking or Central Government/State Government, then they must choose to avail LTC in one department i.e., either in the department of wife or husband. Both wife and husband can not claim LTC in their respective departments.

who is having privilege pass?
on what condition railways issue these passes?
how privilege pass and LTC are same thing?
