Donation to club legal

I am building a residential apartment in Kolkata. Some local club people came and stooped the work. The want an arrangement with them to pay them by cheque monthly till the projecct is completed. The are taking the plea that this amount will be issued for social work.To buy peace if I pay them after negotiating with a covering letter attaching a chq giving terms of monthly payment with not exceeding the committed limit is the said letter and arrangement legal ?

Have you gone insane?
To build a project one need not pay monthly fees even if that happens in Kolkata.
Yes, in some locality the party in power ask for some money but that is in lump sum. Talk to the concerned Councillor and sort out the difference.
The monthly once paid will never end even with finishing of project.

Donations are the form of alms, which are given voluntarily by any person. Forced donations are not donations, rather can be called as extortion of money illegally.
