I Have Lended Rs 5000 to a Friend by Hand .Only 2 person Know About This in Office.Now He has Left the Office and On calling refuses to give the Money.
I Just Have Call record and some SMS as Proof. What to do
Police/lawyers have refused To file a Complaint Citing Small Amount.

You can file a suit for recovery of money. The two persons who know about this loan can appear as witnesses. The call record cannot prove anything as no one knows what talk took place between both of you. SMS can be a record only of your business transactions. It does not prove his liability.
Again, amount is too small and not worth pursuing in court. You will end up spending more than 5000 in court case.
Better pursue friendly and get the money back.
