Sir, a person's writing hand is fractured before the exam and he has not been provided any writer in the examination (for a government office ,based on the pattern of UPSC) to write on his behalf, because there is no provision in the rules regarding the grant of writer to a candidate,it amounts to the violation of Article 16 clause 1 of creating constitutional right of equal opportunity n matters of public employment?

yes you can get help, but earlierly you mentioned about the fractured, now a days only disabled only get this facilities

Dear Mr Kazmi,
as correctly stated by M.Sheik, that only disabled persons are entitled to scribe i.e facility for another writing on his/her behalf, but if the fracture is of permanent nature then after consulting with the doctor you can make a representation to the head of the organisation which conducted the examination.

But sir examination is fr promotion of a officer and his hand got fractured while he was on his official duty, and it was his last chance to appear in examination bcz further his age wont make him eligible for such exam.and the board conducted this exam after 4 years and it is not sure when the next examination will held

And a disability may be permanent as well as
a temporary.


The need is doctor's certificate and percentile of disability and it's claim made well before and within time?
