Is it mandatory to avail cghs facility ?

I am a central Govt. Employee residing in area covered under CGHS. Is it mandatory to avail the CGHS facility ?
The problem is, during 2000-2009 there was no deduction towards CGHS subscription from my salary( and I didnt avail CGHS). During 2000-2012, I was on deputation to outside org.(no ques. of CGHS). Now,on returning, the Admn. is deducting monthly Rs. 500/- towards CGHS eventhough I had never availed or even planned to avail CGHS.

Can I stop this subscription & get refund also for the amt. deducted (for earlier 3 months)..?

Kindly clarify.

Yes, it is necessary to subscribe to the Central Government's medical facility provided through CGHS wherever the facility is available. That is irrespective of whether you avail the facility or not. Mere paltry sum of contribution makes you and your family eligible to get unlimited health care facility at the time of need, even when thousands or lakhs of rupees becomes necessary to be spent at any time even through costly speciality hospitals and clinics, as that would also be on reference by the CGHS.

You can discontinue subscription, if you like, but refund may probably not be possible, as the amount of recovered subscription is duly apportioned to the Ministry of Health.

My elderly advice, nust get the CGHS Card by filling in the requisite form, if not done already.

Sir, do I have any option (being a Central Govt. Employee,) to choose the care that I like, instead of using the CGHS facility ? As such, I don't like the CGHS facilities being provided & the way of treatment offered. (My place of working is covered by CGHS)
I feel that it is my fundamental right to choose the treatment that I like. In that case, availing CGHS should not be mandatory.
Could you kindly provide any rule/proceeding to support my cause ?

You can opt for becoming a non-beneficiary of the CGHS.
