Power of police to conduct enquiry

1.can police send notice to person to appear before them in non - cognizable crime for the purpose of investigation in non - cognizable crime without the permission of Court ?

2.Can police conduct investigation in to non - cognizable crime with the permission of DCP
and without the permission of court ?

3.Police says that we conduct investigation in non - cognizable crime without the permission of court under 160 of C.r.p.c. is it right ? if not please explain that what can I do if police says like that .

The version of police is correct. Section 160 of Criminal Procedure Code provides the police such power.
