Change of surname

If present name is

Father Name K B C
Mothers Name P K C

Now to change surname in name and parents surname in passport as below:

Name A K T
Father Name K B T
Mothers Name P K T

(Change in complete surname)

How to do it with just passport holder changing his /her name as per indian laws?

Fist of all advertise change in such name (may it be sirname)in two daily news-papers and then get it published in Gazette Notification and on the basis of that publication, you may do the desired changes.

Sir,

If as per passport present address and permanent address is the same....do i need to advertise in 2 newspaper....will advertise in 1 local paper will do?
