Rent default by tenant

Dear Sir,
we have leased our property (Godown.
The lesse has not paid the rent for the last 2.5 months. he keep on saying that he will vacate the property in few days and in good faith we kept his words.
he has a commercial meter and he has due of rs 22000. (where we have given a NOC while installing the meter.)
what are the grounds of eviction. we no longer want him to be our tenant and his business is no longer running. He want us to lease the godown to someone he knows as his machinery and meter is installed.
on contacting, he keep saying that he will file a complaint against us ( i dont know on what grounds).
the agreement is of 11 months. kindly suggest what we shall do....
If we go for court proceedings, what are the pros & cons and the consequences.
Please reply urgently......

Which state ? Every state has different rent legislations ?

Eviction on the ground of bona fide requirement of the landlord is available in almost all Rent Acts.
Apart from that default of rent is another ground

since he is not carrying any operation.......
He is threatning us that he will file a case against us......please suggest......
