Transfer of property

Hi Experts,
My dad wants to gift a property (Agricultural Land) to my mom which admeasures 18 acres in Chalisgaon (Maharashtra). As of now on 7/12 extract there's some Karja-Boja (liability) on it.

1. Can my mom get her name entered in 7/12 extract even if its pencil entry no issue with that? If yes, then what will be the procedure?

2. What will be the Stamp-duty and Registration charges, as the property is in Chalisgaon (Maharashtra)?

3. Are there any risks involved?

1. A NOC should be got obtained from the mortgagor first and then gift deed can be got executed and the name of your mother can be got entered in the relevant revenue record.

2. Stamp duty should be got enquired from the local registrar as it depends upon DC rates.

3. No risk if mortgagor permits to do so.

Many thanks for your reply.

Firstly, I would like to know that who would be the "Mortgagor" in this case?

Secondly, should we get the Gift-Deed registered or notarized?

Thirdly, my dad is 85+, so in that case what's the alternative for registration, which can be held equivalent to the Registration?
