sir,
my friend has bought a property in DRT Chennai,and he was given a sale certificate for the same.When he asked for conveyance deed he was directed to contact Indian bank which was the secured creditor.Having waited for morethan two years he is yet to get the conveyance deed.As my friend has not registered the sale certificate he requested to bank for refund.But bank says annulment of sale is not possible.My query is whether my friend can sue bank for deficiency of services and for refund of the amount which is about Rs 13.5 lakhs

File the criminal compalaint against all concerned officer including chairman and MD of the bank,once these senior officers get courts notice all subordinate cooperate.it is mandatory for bank to register a conveyance deed.

First of all send a notice to the manager of the concerned branch, the head office and also to other senior officers.
You definitely have the right to sue the bank for deficiency of services and unfair trade practice.

Sale certificate.
65. (1) Where a sale of immovable property has become absolute, the Tax Recovery Officer shall grant a certificate specifying the property sold, and the name of the person who at the time of sale is declared to be the purchaser.
(2) Such certificate shall state the date on which the sale became absolute.
