Muncipality can impose tax

my question is this thatif the property in question is under the control of Improvement trust.No sewarage saintary facility is provided by the Muncipality.Then muncipality can charge tax

YES,

PROPERTY UNDER local BODY JURISDICTION CAN BE TAXED BY THEM. , IT IS NOT ONLY SEWAGE , Lot many facilities are provided by Local body, and taxed accordingly.
They give concession on very large scale to trust etc.
I believe Pune University campus is charged only rs. 12 pa. BUT THEY CHARGE.

Even if the area is under the management of Improvement Trust then also department of public health has to provide sewege system for which it charges appropriate tax.
