Can a person claimed the seat reserved for handicapped student?

Dear Sir! the state public service commission conducted the examination of assistant engineer where one(1) seat was reserved for handicapped person but none of the handicapped person qualify for the interview so now that seat is vacant. sir my query is that can a non handicapped person claimed that reserved seat for handicapped?? please kindly send me your valuable advice!

Yes, it can be filled up. It cannot be filled up only when an eligible and qualified PH person is available. Otherwise not.

No physical challenged person got qualified mean? No one made application for that post? Or no one qualified? Because if there is one reservation for physical challenged mean, atleast if only one physical challenged candidate applied mean he eligible to claim that seat. But there is no application from physical challenged persons mean the commission may take any steps regard that. No one can interfere with that.

Reserved seats in any category have have generaly a rule of rollover ,Mr.Tom is right,none applied,and Mr. Ramchandran is right that it can be filled from category advertised.

Reserved vacancies are carried forward for the ensuing years to be filled by candidates of such category, if a suitable candidate of that category is not available during the particular year to fill up that vacancy. The seat however, is not kept kept vacant indefinitely, and is filled by the next available candidate from the general category.

If no Physically Handicapped candidate has applied for the post or applied in did net get eligibility by virtue of not scoring eligible marks, then the slot reserved in the Roster shall be carry forward and a special recruitment drive shall be notified for the carried forward vacancies. Even after conducting three such recruitment drives, if no PH candidate is available, then the slot reserved for PH category can be dereserved by getting necessary permission from the concerned department of the Government.
