Sanctioned Plan matter

The property is more than 70 years old and presently no sanctioned plan is in possession of the house owner. As a meter of fact no bank is agreeing to provide a loan.

To buy that flat, buyer has to arrange his own fund. But the issue is even the buyer can arrange the fund on his own whether he should go for it? There is no scope the buyer will construct any floor externally.

Please help.

Try to locate plan copy with the corporation or the council as the case may be. The point is why anybody wants to purchase such an old property.

Because of it's locational advantage.
a. Secondly we have to carry out some repair i.e internal readjustment only since it's structural construction is quite good.

I think one does not require permission for internal changes. Anyway, try to get the plan copy from the local body. Bank is not likely to sanction loan without plan copy.
