Employer is not providing me the Form NO-16

Sir,
I have been discontinued from services by not providing me the further adhoc extension beyond 30.06.2010 and I filed the petition aginst the employer and the order is reserved.
I applied for form No-16 in March 2011 via post. THereafter, I filed the RTI, I was informed that it will be available after 31 May 2011.
I send my representative with Letter of authority on 20/06/2011 and he was advised to cpome another day. After 3-4 followups, my representative was declined to provide the Form No-16 with the ground that I have to come personally in order to collect the certificate
I don't understand the intentions why the from No-16 was not provided to my representative holding my letter of authority
Shall, I made an appeal under RTI act for not providing me the relevant document to my representative or any other way is there?
I smell something fishy too as in the reply affidavit they had made false allegation that I had been indulged in the manipulation of record and i don't want to go there till the final pronouncement of order

sent a regd letter quoting your authority letter dated 20/06/2011 asking to expedite the despatch of form 16 to you by post.
usually,most of the organisations prepare the form 16 by end june only,as such there is no visible delay in the matter as you apprehend.
