Do you feel that the school authorities or any employee of the school would have written the abuse on the girls's desk?

Also, do you feel that the school should appoint one guard on each student to watch their activities to prevent students in making such like mischieves?

If you think so, then you can hold school fully responsible for such type of activities on the part of the students.

Otherwise, better try to identify the culprit student, which only the girl can help in doing so, as she must be knowing, which of the students has a bad eye on her or is jealous of her and report the matter to the school authorities. If after that they fail to take any action after that, you will have every reason to sue them.

Who is harrashing? She has every right to file a complaint against the school authority or employee for their illegal behaviours with her

It is better to ignore such things, unless it is so grave warranting sever interventions.

it is very easy to blow things disproportionately.

Try to find out the culprits as sugvgested by Dhingra and warn him/her first.

Only if the behaviour/incident is repeated, think of police/legal actions.

Yes try to find out that, who is that exact person abused that girl. Then lodge your complaint against that particctlar person. Its mean your complaint will get legally effect. Or just logical idea, just ask her to change her desk..

it is very difficult to face the trial of the case in such situation and moreover for the girl so try to find the boy and give him suggestions in your own language to not to do these things and also to the school management. if it does not results than you can file a complaint to the police

The girl is having every right to make a police complaint.

The whole responsibility is only on the school management. It must investigate and find out the culprit who is indulging in such heinous things and take that fellow to task. It cannot pass on the buck on any ground whatsoever. The affected girl has an option to resort to police action also.
