She could lodge F.I.R,if she can explain the valid reasons of delay.

It is too late to file a complaint, she has to give an explanation for delay in filing the complaint

no late , still now she is able to file the complaint(fir) ,
such hinious crime is not barrad u/s-468 cr.p.c.
delay explanation is secondery.
