help in the matter of adoption ?

A lady wants to adopt her grandson ( son of daughter) her daughter was killed by her son in law,& he was convicted .On that time her grandson was 6 months,& living wid her,now grandson is 13 years old.can she need permission of court to adopt her grandson or she can simply adopt him?

Since right now the parents of the child are not available to execute deed of adoption, the grandmother should go to the court for necessary permission.
