May I know that registrar of a university is elegible for blue flasher light.

NO. Registrar of a University is not eligible for any Flasher Light on the vehicle.

What are the Regulations that govern installation of Lal Bathis on vehicles as we find many vehicles whether official or private enjoy many privileges in the Road traffic misleading the public. (No reference details are displayed for the traffic police to check except these red flasher lights)
