Both have to agree to refer the case to ICJ Otherwise it is not possible.

KINDLY NOTE THAT KASHMIR ISSUE IS VERY SENSITIVE AND VERY OLD.BOTH THE COUNTRIES HAVE THEIR SEPERATE VIEWS. PAKISTAN AND INDIA ARE NEIGHBOURING COUNTRIES.THERE IS A NEED TO SORT OUT THIS ISSUE WITH MEANFUL DISCUSSIONS.POOR LOCAL RESIDENTS OF KASHMIR AND THEIR INNOCENT FAMILIES ARE SUFFERING DUE TO THIS ISSUE.
YOU MAY REFER OUR INDIAN CONSTITUTION YOU WILL GET DETAILS AND HISTORY OF KASHMIR ISSUE.
THE DISPUTE CAN BE PEACEFULLY RESOLVED BY MUTUAL DISCUSSIONS BETWEEN BOTH THE NEIGHBOURING COUNTRIES WAR IS NOT THE SOLUTION FOR RESOLVING IT. BECAUSE AFTER EFFECTS OF WAR PUSH BACK BOTH THE WARRING COUNTRIES AND THEIR ECONOMIC GROWTH SUFFERS ADVERSELY.LET US HOPE FOR THE BEST .
LIVE AND LET LIVE.
GOOD LUCK.

Dear Anonymous,
I think you don't even know what the problem is in respect of Kashmir; so why venture out to suggest a solution?
