Whether Owner of an Immovable Property situated in India, residing abroad , can gift
that property by giving Power Of Attorney to
an Resident Indian ? If yes , whether the settlement can be made to anybody , or to only a close blood relative.

Yes he can surely appoint a constituted attorney for the purpose of transfer of that property and he need not be a relative.

Settlement can be made only to specified relatives [blood relatives] like father, mother, son, daughter, brother, sister in order to attract lesser stamp duty [I presume you are referring to a property in Tamil Nadu]. Otherwise, the deed has to be stamped as if it were a sale deed.

NO. To give away a Property, a Registered Deed of Gift is an ABSOLUTE NECESSITY.Mere POA will not do.
