Flour mill in residential area

Hi ,
I have purchased 1st floor flat with open terrace. Now below my terrace a person has started flour mill due to which air pollution, sound pollution, and all the rooms vibrates a lot.

Earlier my flat was on the name of builder and he gave NOC to that person but while I was purchasing flat he didn't tell me about same. Cisco also allowed that person to run the flour machines.

Yet the society is not formed and neither he has pollution and health certificate. Also before starting he didn't take noc from other flat owners which resides next to me.

Can I file a case against shop owner to stop flour mill? Or builder who did permit that shop owner to start flour mill? How can cidco provides permission to flour mill in society? How should I progress please guide.

If CIDCO norms are not being followed by the flour mill owner, only then your case would be relevant. otherwise not.

No NOC is required from the flat owners. About your question, "how can CIDCO provide permission" for that only CIDCO can answer you, none of the experts here.

How can you see anyone else's contribution through your black goggles? Black goggles are worn mostly by the blind people or the persons with eye defects. So, please clarify, to which category you belong?

A child of 2 years age cannot be expected to judge my knowledge. It has become quite clear that he could not read, what I wrote in response to the query of the author.
