Sale agreement not registered

A real estate broker approached my father and entered into a sale agreement by paying market value as total sale consideration of Rs.11,00,000/- on 08-02-2017. However the worth of the open plot is 4 times more than this. The broker is not coming forward to get it registered till today, since he is looking for persons who pay him Rs. 40,00,000/- and more and threatening us not to visit to the property location as he is the owner and possessed the same.
We are not interested to sell away the said property at that rate. Please suggest.

1. You can file a Police FIR, requesting investigation and charge-sheet, for offences like cheating, intimidation, fraud, threatening, trespassing, breach of trust etc.... against the person, supported with all relevant supporting documents.
2. IF the Police does not take action, THEN you can file private criminal case u/s 156(3) Cr.P.C., in the local Magistrates court, seeking directions to the Police to investigate and file charge sheet. The said Person may come down for settlement.

Dear Kaushal, in combined A.P. the sale agreement document is compulsorily register-able document and in AP it is compulsorily registerable document. so please check in Telangana. next, Real Estate Broker is not owner/GPA holder. so file case against the owner or the GPA holder as the case may be, by consulting a local lawyer.

You have both (Civil as well as Criminal) options/ remedies available provided the agreement is valid if you have paid full consideration amount and can prove your statement.
It is advisable to contact and consult a local prudent lawyer for better appreciation of facts/ documents, guidance and proceeding.

You have to initiate civil and criminal proceedings in court against the real estate broker for repudiating the agreement.
