I would Like To know If a Case From 20 Years ago can be Reopened? A case where a U.S citizen(child)was Killed in a Car Accident out of the US. The Case Was Brought back into US grounds. Where many Details were left out and Husband Sues the Car Company &Myself. I would Like To Know if a case this can Be Reopened if it was decared closed ?

On the fact make appeal to local court if court accept it then it will be open.

We the lawyers from India perhaps may not advise well about US laws but we can suggest general laws recognized world wide.
Generally a heinous crime is not limited by any time scale and it closes only after final decision of trial.
But homicide in a road accident is not such an offense it closes after a certain limit.
Further if depends that on which ground the case was closed previously. If it was closed as the accused not traced out, that it is always subject to re-open when the accused is traced out.
Better to consult a local lawyer.

MY VIEWS:
1. IRRESPECTIVE of anything BUT subject to the discretion of the Court and subject to relevant documentary justification and cogent evidence (new or now-available), a "closed case" CAN be "reopened" for fresh /continuing trial.
2. To meet the needs of justice (say natural justice), and subject to above, the Court is bound to conduct itself.
