builder asking for installment construction not done

I have booked a flat in noida . now the builder is asking for 3rd floor slab construction payment though at site the rrof of second floor is being constructed. He is arguing that the Roof of second floor is the "SLAB OF THIRD FLOOR". can anyone throw some light on it. Shall i make payment.What exactly is the "CASTING OF THIRD FLOOR SLAB". is it roof of third floor or roof of second floor.

hi, acc to your query it is a roof of second floor and base of third floor so the amount of construction of roof is given by you but only the stage of roof construction as normal condition ok
