Society not making member

Hi,

I purchased a flat in Nerul, Navi Mumbai from a builder. In 1990's the plot was allotted by Cidco to the society formed by the builder himself. I have received possession of the flat years ago and have been paying monthly maintenance and other expenses regularly but Society has not made me a member yet. No share certificate is issued to me.

Society wants me to get my name added/transferred in the list of members by CIDCO through the builder before it can make me a member.

While builder says he has nothing to do with it and my name can't be transferred as all original members have been replaced by new buyers already.

Some suggest I should get a transfer certificate from CIDCO.

While some others say I can only become Additional Member not full member (!!?)

What is the difference?
What are my choices now?
How can I become a full member?

1. Procure NOC from CIDCO, by paying their Transfer Premium /Fees, by following due procedure of law.

2. Alongwith above put fresh application to Society and wait for 90 days. Thereafter IF Society still refuses, THEN file grievance complaint before the local Consumer Court.
