Regarding mutation of plat having sec. 143 u.p.land act

Dear Sir,
I have purchased a plot of land in kanpur city(Only registered in Resistor office), which is converted to residential use under section 143 land act.
According to owner mutation of land is not possible directly because of section 143 land act approval for this land.
Owner had plotted the land and registered it to different persons name.
Kindly advice
1)whether this is a legal land?

2)Kindly advice whether this land can be mutated in revenue record?

3)whether this only required to mutate in munispalti?
Please help regarding this issue.

I have no knowledge about UP land Act. But in Andhra Pradesh, it is legal, you can get mutated as it is registered in your name in the office of sub registrar. But the title of the land should be genuine.

The name can be changed in revenue records. After construction of house it will be reflected in municipal records.

When the land has been converted as abadi under section 143,there would be no need of mutation in revenue records.
It must have now been marked as abadi in map and records.Any abadi is not entered by name.Because their jurisdiction to maintain record of right is about agricultural land and not about abadi land.

You should apply for a construction sanction plan,may be only ahata or building plan over the plot purchased,to create evidence of possession.Municipality shall record your name only after some construction ,may be a room only.
